These creatures were made by Cerubia and her team of alchemists. They were specifically designed to act as guards for her tower. The power gem embedded in their chests allow them to patrol all times of the day without sleep or food. However, they do need to be replaced every so often.
When Aelwen and Gerel were escaping the tower, many of the chimeras were having their gems replaced or on a patrol outside. It took several minutes for a group of them to be sent after the escapees.
